PacketWriterCreate Method (Buffer, Int32, Int32, Endian, BinaryTextEncoding)

Creates a fixed size PacketWriter from a buffer of data.

The endian format of the data (or null if not known).
textEncoding: Type: Demo3D.IOBinaryTextEncoding
The encoding of of strings in the packet (or null if not known).
